The Te Pou Theatre project marked a significant milestone for Chain Construction, serving as a foundation for our work in multi-phase, grant-funded construction projects. The client initially had funding in place, but had no clear pathway to deliver a viable construction outcome. The project faced substantial barriers due to technical complexities and misaligned budgeting.


Phase 1 – Unlocking the Project

Our first task was to restructure and re-engineer the project so work could begin within existing funding constraints.

Key actions included:

  • Realigning funding and developing a staging strategy

  • Value-engineering technical scopes for feasibility

  • Supporting compliance and stakeholder engagement

The successful completion of Phase 1 delivered a Certificate of Public Use, allowing Te Pou Theatre to reopen to the public for the first time in years.

Phase 2 – Full Redevelopment

Building on that success, and despite COVID-19 shutdown challenges, we partnered with Te Pou Theatre to secure further funding and expand the scope into a full theatre redevelopment, including:

  • Stand-alone theatre spaces

  • Dressing rooms, toilets, and technical storage

  • Commercial-grade bar and kitchen

  • Community breakout rooms, shared workspaces, and private offices

  • Upgraded amenities and accessibility throughout the facility

Throughout this phase, we ensured every component aligned with funding requirements, enabling transparent reporting to government agencies, Lotteries, and community trusts.

Today, Te Pou Theatre is a fully functional, multi-use arts and community hub, a regional centre for performance, education, and collaboration. Chain Construction is proud to have unlocked, shaped, and delivered a project once considered unachievable.

This redevelopment highlights our ability to lead funding-sensitive, multi-stakeholder projects, while maintaining a clear focus on construction quality, usability, and long-term community value.
